การประยุกต์แนวความคิดทฤษฎีการเปลี่ยนแปลงและตัวแบบตรรกะเข้าด้วยกัน เป็นประโยชน์อย่างยิ่งต่อการนำมาใช้เป็นเครื่องมือเพื่อการวางแผนพัฒนาชุมชนและท้องถิ่นขององค์การการพัฒนาในประเทศไทย ทั้งองค์การนอกภาครัฐและองค์การภาครัฐในระดับท้องถิ่น ซึ่งได้แก่ องค์การพัฒนาเอกชน และองค์การที่ไม่แสวงหาผลกำไรหรือองค์การสาธารณะประโยชน์ รวมทั้งองค์การภาครัฐในระดับท้องถิ่น เช่น องค์การบริหารส่วนจังหวัด และองค์การบริหารส่วนตำบล
Abstract
This article conceptually discusses in detail the Theory of Change, sometime known as
the Community Change Theory, and a climate change logical model. A special emphasis is placed on providing guidelines to unite the two for the purpose of community development planning. The Rak Thai Foundation’s climate Vulnerability and Capacity Analysis Handbook was analyzed and served as an example of how a climate change logical model can be adapted for a local community development planning model.

This paper documents benefits and successful cases of such integration of the theory and the logical model among various organizations, including non-governmental organizations, government organizations, and non-profit organizations in Thailand.
